Speen neighbourhood update
Update for April
This will be my last monthly update for Speen,Shaw & Donnington as I, PCSO Adrian Coggins am moving onto another area. I would like to thank you all for your support and help whilst policing your community. PCSO Abdul Najayi will be taking over from me as from the 1st April.
The following items were raised at the last NAG meeting.
Graffiti has been reported in Stockcross, Speen Lane and Speen cricket pavilion; this has now been removed by the Neighbourhood Wardens.
Speen.
The ASB including bin fires and picnic benches being turned over at the cricket pavilion has not reoccurred, extra patrolling by the wardens and PCSO has put a stop to this.
An abandoned tent in Northcroft Park had been reported, which has now been burnt out. Area cleared by PCSO, the owner is currently in prison for breach of bail.
The hedge over hanging the footpath along Grove Road opposite Station Road, PCSO has arranged for the hedge to be cut down by green keepers of Donnington Grove golf club.
Minor ASB in Talbot Close - persons concerned have been seen by PCSO and Sovereign Housing have been made aware.
Neighbourhood Watch reported a suspicious vehicle in the area, PNCs checks completed and Intel report sent.
A white van has been seen in Moor Lane fly tipping, this has been reported by Neighbourhood Wardens.
On Saturday night 24/03/12 a blue VW Golf MK3 failed to negotiate the roundabout at the junction of Grove Road and the Oxford Road, Donnington, it ploughed through a wooden fence, glanced off a tree and landed in the cow field, the driver then drove across the field and found the entrance to the field, cut the lock off the gate and drove off. The owner of the field who lives in Love Lane reported the incident to the local PCSO.
Shaw.
Lead has been stolen from the porch of Shaw House, CCTV failed to identify the thieves.
Cars parked in the Shaw Social Club car park have been broken into, they belong to Vodapone employees.
Winchcombe School building work continues on to the next phase, the demolition of the hexagonal hall will commence just prior to the end of the half term, the amount of workmen will decrease easing the parking problems in Maple Crescent.
Travellers were moved on by Police over the weekend, they were reported after setting up an illegal camp in Trinity School car park.
Donnington.
Lead has been stolen from Hartley House, the property is being renovated when the thieves struck.
A Police operation called operation Precious investigates and monitors metal thefts in the Thames Valley all scrap metal merchants are visited and have to account for all purchases.
A wooden bridge was dismantled and removed by thieves behind Drewitt Neate. The Priory, Donnington, thieves carried the 7 meter long bridge boards to the corner of a field behind Castle Grove.
A windscreen was smashed on a car travelling along the A34 by children who were standing on the over bridge belonging to the golf club, the local PCSOis enquiring at local secondary schools.
Cars have been sprayed with yellow paint in the area, this is being organised by a social network site the reason is to cause mischief and inconvenience to car owners.

This is a message on behalf of Trading Standards with a warning about a scam.
Last year Trading Standards received reports of fraudsters selling energy saving plug-in devices over the phone to elderly customers. Whilst this original scam seems to be continuing there has also been a new twist added.
The Trading Standards Institute is now urging consumers to be aware of a bogus 'Claims Management Company' offering compensation to the victims of the energy savings devices rip off.
Consumers are now reporting being cold called on the telephone with an offer of compensation. The Claims Management Company tells the consumer the energy savings device they bought is dodgy and unsafe and they have a cheque of up to £3,000 in compensation for them.
Sue Jones from Westminster Council's Trading Standards said: "Just like with the first scam where consumers are cold called to buy the energy savings device, the caller appears very credible and has a lot of information about the person they are calling.
"Victims have told us the caller claims to be working in conjunction with the 'Fair Trading people' and in some instances even names the company that originally sold them the device."
The consumer is instructed to purchase a Ukash voucher of approximately £300 to cover administration fees and to call the Claims Management Company back with the voucher code.
Victims who have purchased the voucher have failed to receive their compensation cheque.
The Claims Management Company gives Park Royal, London NW10 as its address - but these premises are in fact vacant.
Ron Gainsford, the Trading Standards Institute's chief executive, said: "We are very concerned about the way these criminals are now targeting their past victims, taking advantage of the publicity given to their original scam, while continuing to lure in cash strapped consumers with their promise of energy savings.
"We'd urge consumers not to hand over money to anyone who asks for an upfront payment before awarding compensation - this is a classic scam scenario used by criminals in different guises; they dangle a carrot to obtain some money from the consumer and then vanish. Genuine companies would never ask for money up front before handing over compensation."

Police would like to update you with information about a recent crime; -
Between 2:10pm and 2:40pm on the 17th March a bag was stolen from the boot of a car in the car park by Donnington Castle, Newbury. If you saw anything suspicious in the car park then please contact police on 101 quoting URN 1057 of 17/03/2012.
We would like to remind the public to remain vigilant if you see people acting suspiciously in public car parks and contact police accordingly.

Police would like to update you with information about a recent burglary;
A property near Donnington Golf Club/ Snelsmore Common was burgled sometime overnight between the 15th and 16th March. The offender(s) gained entry via a rear window. A laptop, games console and television were stolen (URN 231 OF 16/3/12). Two suspicious males wearing dark hoodies were later reported near the A34 carrying a television (URN 209 of 16/3/12).

This is a community message with good news.
Early this morning (13/3) 23 addresses in West Berkshire were searched as part of a large drugs operation.
The police activity began at 7am and by 12pm, 24 people had been arrested. A quantity of Class A drugs, stolen property and other property which is believed to be stolen has also been recovered.
Supt Robin Rickard said: "This morning we have conducted a large number of address searches in order to arrest individuals suspected of dealing class A controlled drugs.
"The reason we have conducted these warrants and arrested people is because dealing controlled drugs is not only illegal it is deeply damaging to the community and drives criminals to commit crime in order to pay for their drug habit.
"Police will continue to target drug dealers as these are the people who callously supply drugs to, often vulnerable, people and make a lot of money out of those who are in need of help."

Speen neighbourhood update
Update for March 2012
The following changes regarding PCSO coverage in the area will take place on 01/04/12; PCSO Najayi from Greenham will be taking over from PCSO Coggins who is transferring to Newbury South West.
Stockcross
Speeding in the village - both traffic officers and the wardens have been carrying out speed enforcement checks. The results appear that while most drivers are complying with the 30mph speed limit some are still driving through the village at 40mph+. PCSO Coggins has met with the head teacher of Stockcross primary school, reference concerns over safety when the children are crossing the road. It was agreed that a Lollypop person would provide a visual presence that there is a school in the area.
The graffiti at the recreation ground has been photographed by the Newbury wardens and is due to be removed.
Fly tipping is also a problem in the area between Stockcross and Wickham, this has been reported and removed by the wardens.
Speen
Graffiti has been reported and removed by the wardens in the footpath between the A4 and Speen Lane and also the cricket pavilion at Speen recreation, enquiries are ongoing to identify the artist! Play equipment has been damaged, a bin was set on fire and picnic tables had been turned over. No witnesses have been found or come forward reference this.
Moor Lane, Speen - An illegal camp site which was burnt out has been cleared by the wardens, some drug litter has been found in the same area, PCSO Coggins has been making enquiries relating to the tents which had been handed out to homeless people, the concerns are the mess that they leave behind. An abandoned safe was reported dumped in Speen Moors but is not related to the camp site.
Speen Hill Close -Drug litter has been found by a PCSO next to the garages, this was removed by the wardens.
Kersey Crescent - Ongoing problems with litter, tenants are not using the bins provided, the rubbish then is blown around the area, mattresses are also being dumped, these have now been removed by the council. Dog fouling around the flats is being monitored by the wardens; they are speaking to the residents about this ongoing problem. Complaints regarding drug deals in and around the flats are causing concerns, no persons have been arrested for any offences regarding these complaints and patrols have been increased in the area.
Talbot Close - Minor ASB concerning gate catches being broken off outside the bungalows, a fence has been broken due to a football being repeatedly kicked at it.
Shaw
Traffic problems outside Winchcombe School due to the building works, PCSO Coggins has had meetings with the head teacher to find a solution to the problem, parents have been encouraged to use it as a one way system during pick up and drop off times. The work is on a deadline and more contractors are on site than normal to achieve this, this coupled with the site workers parking outside the school due to going back and forth with their tools adds to the congestion, unfortunately no solution could be found therefore the school can only ask for parents and residents to be patient until the builders have finished.
Dumped shopping trolleys have been removed from the river; they were dropped in the river by local children. Drug litter has been found opposite Shaw Social club, it appears to have been there for some time and Streetcare have removed it.
Burglaries in the area include Old College Road where two high value bikes were stolen from a garage, the lock was forced, no witnesses have been found for this offence.
An attempted burglary was reported in Majendie Close; the offender was disturbed and made off.

The next NAG (Neighbourhood Action Group) meeting is at Robert Sandilands School at 6.30pm on 15/03/12.

This is a message for NHW and Community members. A NHW co-ordinator has advised me of a scam e-mail that is being sent out at the moment supposedly from Student Finance, England.
Here are the details of the scam taken from the website www.direct.gov.uk and some advice:-
The scam email asks students to click on a link within the email to complete a form in order to verify their account details.
This kind of scam email is known as ‘phishing’ and is designed to get access to your Student Finance account.
If you get one of these emails
Remember that Student Finance will never ask you to:
• update your bank details by emailing you a link
• verify your student account details by email
If you get one of these scam emails, don’t click on any links contained in it.
Instead, send it to Student Finance England by forwarding it to the email address below:

By forwarding the email, you can help Student Finance England to protect you and others who may be affected.
Once you’ve forwarded it to Student Finance England, delete it from your inbox.

Staying safe from scams

Other top tips to stay safe from phishing include:
•be suspicious of any urgent requests for personal or financial information

•always ensure that you're using a secure web site when submitting credit card or other sensitive information; look out for "https://" and/or the security lock

Sometime between 8am and 5pm on the 20th February two Springer Spaniel puppies were stolen from kennels in the rear garden of a property in IIsley Road, Compton. A suspicious white Ford Transit was seen in the vicinity, index PE51NJK. During the daytime a parked car has been broken into, the nearside front window has been broken and offender has reached in to open the glove box.
Two other cars have been broken into whilst parked in Burys Bank Road, in all instances the windows were smashed and the glove box gone through.
This area is known for parking when people go walking on Greenham Common and we are asking you to report anyone acting suspiciously to the police on 101

Thames Valley Police is appealing for information after a 22-year-old man was threatened at knifepoint in Newbury on Wednesday 15th February.
At around 11.35pm, the man was cycling along the path by the flats on Old Bath Road. As he arrived at the junction with Western Avenue and Speen Hill Close, a man approached him and threatened him with a knife, demanding his property.
The cyclist managed to push the offender away and cycled off in the direction of the Shell Garage on Bath Road.
The offender is white, 5ft 10ins, and of a skinny but solid build. He had a deep voice and was possibly trying to disguise a Northern accent. He was wearing a tightly fitting dark grey hooded top with pockets, dark coloured jeans and a black balaclava with one long slit for the eyes. The victim described the offender's face as long and thin.
The offender held the knife in his left hand and he was possibly wearing gloves.
Police are appealing for any witnesses to the offence or anyone who saw the offender in the area at the time.
